Dozens back plans for historic underground expansion

Oct 24, 2026

by John Prince

A petition signed by 62 people has been submitted in support of plans to expand a Hornsea bar and café into a basement entertainment and function venue.

The petition has been lodged with East Riding Council as part of a planning application for Fettled on Newbegin, which opened last November following the refurbishment of the former Stackhouse bar and adjoining premises.

Owners Richard Caley and Judy Flanagan (below) hope to transform the historic building’s large basement into a space for private functions, live music, comedy, film screenings and other activities.

The plans would allow the venue to host events without closing the main bar to regular customers.

The couple also hope to reinstate a former staircase, open up internal walls and potentially create a glass-fronted feature cellar.

The petition, published on Monday, September 28, is among several representations supporting the proposals, which have already received the backing of Hornsea Town Council.

Individual letters of support have also been recorded on the council’s planning portal, alongside one objection.

The formal application also seeks partly retrospective permission for the change of use of the two former commercial units into a combined bar, café, restaurant and private function venue, together with an external air-conditioning unit already installed.

Council planning officers have raised no objections on highways or conservation grounds, while environmental health officers have recommended several conditions to protect nearby residents, including those living in flats above.

These include restricting the bar, restaurant and function room to operating between 8am and midnight, seven days a week, along with limits on deliveries, glass collections and waste handling.

Officers have also highlighted soundproofing and kitchen extraction, and have asked for conditions from an earlier planning permission to be carried forward.

The proposed midnight closing time is an officer recommendation rather than a confirmed request from the applicants.

At September’s Hornsea Town Council meeting, councillors supported the development but raised questions about fire safety in the basement, particularly the provision of a second escape route.

The owners have said the restoration work will comply with modern fire regulations.

The application, reference 26/02238/PLF, remains under consideration by East Riding Council, with a decision expected later this month.
